How do I make my cross star filter have the best effects?

I have a canon rebel xs dslr. I bought a cross star filter and get minimal results (unlike the pictures they provide). What is the best setting I can put my camera on to get the best usage out of this lens?|||Apparently slowing the shutter down gives it time to gather the special effect you're looking for.
